JOB SUMMARY:

The Compliance Specialist shall be responsible for the daily collection and reporting of attendance as well as daily communication with parents of child absences. They shall also be responsible for the completion and submission of monthly forms, monthly reports for the Child and Adult Care Food Program (CACFP), the Child Care Assistance Program (CCAP), the Department of Family and Support Services (DFSS), Action for Children (ACF) and Head Start/Early Head Start Programs. They are also to provide access to children management systems, such as Excel Spreadsheets, eSMART, COPA and ChildPlus for the maintenance and monitoring of enrollment, attendance, rollover, and Program Information Reports (PIRs). Additionally, they will ensure the agency and staff are in compliance with program performance standards, licensing standards, policies and procedures. 

JOB FUNCTIONS: (include but not limited to the following)

  • Assist with the implementation of the annual recruitment plan. 
  • Monitors data continuously to ensure program adheres to the Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) regulations from the Head Start Program Performance Standards. 
  • Collect and submit attendance data to DFSS on a daily basis. 
  • Monitor daily attendance of children and contact families of unexpected absences. 
  • Prepare and provide monthly forms (sign in/out forms, attendance forms, CACFP meal forms and master lists) to teaching staff and family services staff. 
  • Compile, review and submit monthly CACFP reports. 
  • Monitor and complete monthly child care reports including child care eligibility, collecting parent’s co-payment, and billing reports.  
  • Prepare ERSEA reports for program managers as requested.  
  • Maintain/update systems such as Excel Spreadsheets, eSMART, COPA and ChildPlus to ensure accuracy of child enrollment reports. 
  • Add, remove and manage access of Excel Spreadsheets, eSMART, COPA and ChildPlus to staff as needed. 
  • Maintain consistent communication with fiscal department as needed. 
  • Support and redirection of currently enrolled families as needed. 
  • Coordinate with the Family Advocate and site supervisors to ensure accuracy of reports.  
  • Monitor the Program Information Report (PIR). 
  • Support Family Advocate with intakes and enrollment of new children.
  • Support the implementation of the universal pre-school application. 
  • Support and redirection of currently enrolled families as needed. 
  • Support receptionist as needed.  
  • Other duties may be assigned. 

QUALIFICATIONS AND REQUIREMENTS:

  • High School Diploma or GED Equivalency required;
  • Associate’s degree from accredited college or university preferred;
  • Minimum one to two years related experience required;
  • Current, valid Illinois driver’s license and proof of insurance may be required;
  • Reliable means of transportation may be required;
  • Successful completion of First Aid/CPR certification required;
  • Proof of physical examination, tuberculosis and measles, mumps and rubella (MMR) screening within the last six months required;
  • Fluent verbal and written English and Spanish communication required.

SCHEDULE:

  • 8 hour shift
  • Monday to Friday (some weekends and evenings may apply as needed for recruitment events)
